Enclosed is the Air Force Center for Environmental Excellence’s (AFCEE’s) proposed plan for the source area known as Area of Contamination (AOC) Chemical Spill 3 U.S. Coast Guard [CS-3 (USCG)] at the Massachusetts Military Reservation. AOCs are areas where spills or other potential sources of contamination occurred in the past and where studies have indicated that contamination may still exist.

Because of its history as a full-service automobile shop and gasoline station from 1951 to 1979, this site was identified as an area that could potentially be contaminated and was, therefore, listed as an AOC. The site is currently a gasoline station, convenience store, and garden shop known as the "3-in-1."

Groundwater results indicated that the site is not a significant source of groundwater contamination. Action taken previously under separate programs resulted in removing underground storage tanks and surrounding soils. In addition, contaminated soil was removed from inside a drainage structure, which was then cleaned and filled with concrete. Low levels of soil contamination that remain at the site do not pose a human health risk. Because these actions significantly reduced risk to human health and the environment, AFCEE recommends no further action at the CS-3 (USCG) source area.

A public comment period on AFCEE’s preferred alternative for addressing CS-3 USCG runs from April 2 to May 1.

A public meeting will be held on Wednesday, April 1 at Barnstable County Fairgrounds, Administration Building on Route 151 in Falmouth. An informal posterboard session will begin at 6:00 p.m., and the public hearing will begin at 7:00 p.m.

A formal public hearing will be held on Wednesday, April 22, also at the Barnstable County Fairgrounds, Administration Building. Again, a posterboard session will begin at 6:00 p.m. and the public hearing will begin at 7:00 p.m.

AFCEE has completed remedial investigations to gather and analyze the data necessary to determine the nature and distribution of contamination at CS-3 USCG Results of the remedial investigation and risk assessment are summarized in the proposed plan. After public comments on this proposed plan have been considered, a Record of Decision will be signed with the EPA, identifying the final remedy selection for CS-3 (USCG).

AFCEE, EPA, and MassDEP remedial project managers encourage you to review the proposed plan and submit your comments. To comment on the alternative that has been proposed, please submit written comments by May 1st to:
