NEWS RELEASE 2003-03 MASSACHUSETTS Military Reservation (MMR), Cape Cod, Mass.—The Air Force Center for Environmental Excellence (AFCEE) and the U.S. Environmental Protection Agency (EPA) with concurrence from the Massachusetts Department of Environmental Protection (DEP) have finalized a document containing several changes to four Source Area Records of Decision (RODs). The RODs are applicable to source area sites: [1] Chemical Spill 10 (CS-10)/Fuel Spill 24 (FS-24), [2] CS-16/CS-17, [3] FS-9, [4] Storm Drain 2 (SD-2)/FS-6/FS-8; and SD-3/Firefighter Training Area 3 (FTA-3)/Coal Yard 4 (CY-4). These changes are noted in the document titled, "Explanation of Significant Differences Areas of Contamination CS-10 (Details A, B, & E); CS-16/CS-17; FS-9; SD-2/FS-6/FS-8; and SD-3/FTA-3/CY-4". This final Explanation of Significant Differences (ESD) documents four changes to the previously mentioned RODs:
BACKGROUND: The decision to not conduct on-site cold-mix asphalt batching was generally based on two reasons - [1] the total volume of contaminated soils was smaller than previously thought and [2] the amount of this soil considered "recyclable" did not justify on-base asphalt batching. Soil that was considered "recyclable" can be also classified as "non-hazardous" and thus be disposed of in a landfill facility that accepts only "non-hazardous" waste. This ESD provides for that provision. The RALs were
changed with review and approval from the regulatory agencies. The
amount of soil to be excavated and transported off-base for treatment
and/or disposal is determined by the RALs. These new levels were developed
using current toxicity information and are protective of human health
and the environment. At Coal Yard 4 (CY-4), soil sampling determined
that there was contaminated soils above RALs. Therefore, these soils
at CY-4 were excavated. The ESD documents this soil removal action.
