Master Integrated Program ScheduleAFCEE/MMR has
developed a comprehensive Master Integrated Program Schedule (MIPS) that captures and
integrates all major activities and milestones related to the entire MMR Installation
Restoration Program (IRP). The comprehensive MIPS contains the following:
- A timeline covering the previous fiscal year, the current
fiscal year and a four year look-ahead. This timeline will progress forward in time as
continued updates are issued to the Strategic Plan.
- The enforceable milestones related to the Comprehensive
Plume Response Plan and Schedule required by Amendment No.2, 25 April 1997, to the Federal
Facility Agreement.
- The delivery dates for the Primary and Secondary Documents
as associated with all MMR sites and the associated tasks required for meeting those
dates.

Notes:
- The NGB will be performing a non-time critical action in
conjunction with the numerous drainage structures on MMR. Decision Document will be
submitted within six months of completed removal program.
- The NGB will be performing a non-time critical removal
action. The draft EE/CA for this removal will be submitted in November 1997 with the draft
Action Memorandum scheduled for April 1998. Decision Document will be submitted within six
months of completed removal.
- After the submittal of draft Supplemental Site Investigation
report AFCEE will submit either a Decision Document within six months or a Remedial
Investigation work plan within eight months. The actual path (Decision Document or
Remedial Investigation) for each individual study area is tentative and will be finalized
based on EPA review of the Supplemental Site Investigation work.
- The Site Investigation is complete. A draft Decision
Document will be submitted within six months following EPA decision on site status. Could
be moved to ARNG Impact Area Study.
- A Plume Management Process Action Team (PAT) which consists
of the NGB, EPA, Massachusetts DEP, Remedial Program Managers, as well as community
representatives has developed a Plume Response Plan (PRP) which recommends an interim
capture plan for the groundwater plumes at these sites. This PRP has been approved at the
DoD level. The Feasibility Studies for the final actions at these sites will be extended
pursuant to Section XIV of the FFA, and the NGB and EPA will determine enforceable
deadlines for these primary documents.
- Draft Decision Document was submitted. MassDEP has requested
additional investigation. Decision to be made.
- Additional Remedial Investigation field work is being
conducted to address EDB concerns. The investigation will be conducted June/July 1997.
Revised Remedial Investigation draft report will be submitted in November 1997. Schedule
for draft No-Further-Action Proposed Plan is February 1998 and draft Record of Decision in
September 1998. Issue of FS-2 will be decided based on FS-1 results. Correlation report
will require revision. The schedule for FS-2 will be determined based on the results of
the final correlation report.
- This source area will undergo a removal action and treatment
in Spring/Summer FY94 along with the source areas at FTA-1 and FS-25. After the removal
action is complete a Removal Action Completion Report will be submitted within six months
of the removal.
- The LF-1 Groundwater Operable Unit Remedial Investigation
and the results from additional down gradient field work will be evaluated to determine
the disposition of the LF-1 Source Northwest Operable Unit. After evaluation, AFCEE will
either submit a No-Further-Action Proposed Plan within six months, or a Feasibility Study
within eight months.
- Based on the results of the Site Investigation, NGB will
either submit a draft Remedial Investigation work plan in September 1995, or will initiate
a Supplemental Site Investigation with PRE within three months.
- Preliminary final Decision Document to be submitted May
1997. Draft Decision Document was originally submitted in September 1993.
- Additional time requested by letter to EPA dated 20 May 97
due to lack of comments for EPA on Feasibility Study.
This is referred to as the six Areas-of-Concern grouping of
13 sites. Comments from the regulatory agencies on draft Proposed Plan are late, an
extension request for delay in the submittal of the draft Record of Decision will be
prepared once comments are received.
