Organizational Relationships:

  • The Deputy Assistant Secretary of the Air Force for Environment, Safety and Occupational Health (SAF/MIQ) provides policy and guidance.
  • The Joint Program Office provides multi-service program guidance and resolves disputes to speed remediation efforts.
  • The Army Environmental Center (AEC) provides Department of the Army oversight and funding.
  • The Installation Logistics Environmental Restoration, Headquarters United States Air Force (AF/ILEVR) provides Department of the Air Force program oversight and funding.
  • The Air Force Center for Environmental Excellence (AFCEE) provides organizational management, technical guidance, and contracted services.
  • The AFCEE Operating Location at MMR (AFCEE/MMR) provides on-site management and direction for the execution of the MMR IRP.
  • The Air National Guard Readiness Center (ANGRC) provides personnel management for the ANGRC operating location at MMR.
  • The Army National Guard (ARNG) provides oversight and funding (in concert with the AEC).
  • The Massachusetts National Guard, representing other agencies on MMR serves as the resident customer for the MMR cleanup. As such, the Executive Director, Massachusetts Military Commissions, is the co-chair of the SMB.
  • The National Guard Bureau (NGB) is a signatory to the FFA, as the representative of the "owning organization at the MMR".
  • The United States Coast Guard (USCG) is a signatory to the FFA and funds a portion of the remediation costs at MMR.
  • The Army Corps of Engineers (COE) is responsible for acquiring land access (off MMR property) necessary for the implementation of the MMR IRP.
  • The general public serves as the ultimate customer for the MMR cleanup. Community involvement activities are outlined in the Community Involvement Plan (CIP). A draft of the CIP was released on January 8, 1997 for public review. A summary of the draft CIP is provided as Attachment 5.
  • Armstrong Labs provides the Air Force with public health support.
  • HAZWRAP provides technical support to AFCEE.
  • United States Geological Survey (USGS) has an agreement with AFCEE and NGB to provide technical support to the Installation Restoration Program.

Roles and Responsibilities

The following sections describe the roles and responsibilities of all parties.

HQ USAF/ILEVR

  • Validates and funds the projects recommended by AFCEE.
  • Provides operational funds to AFCEE for the general management of the AFCEE/MMR office.
  • Chairs DoD MMR Program Oversight Group (POG).
  • Provides funds to the Air National Guard Readiness Center (ANGRC) for personnel on-site at MMR.
  • Communicates with SAF/MIQ and DUSD(ES) to determine MMR Program policy issues.
  • Communicates MMR Programs to AFCEE/MMR.

AFCEE/ER

  • Coordinates AFCEE Support Team.
  • Provides direct management of AFCEE/MMR.
  • Oversees AFCEE in-house support contractors.
  • HQ AFCEE Support Team
  • Advertise for and hire positions for the on-site AFCEE/MMR office.
  • Budget for AFCEE/MMR office requirements.
  • Provide for legal support as required during the request for proposal (RFP), contract delivery order negotiation, and contract administration phases.
  • Manage delivery orders after award, including contract administration.
  • Provide consulting services on technology-related issues to the AFCEE/MMR Remediation Program Manager as needed.
  • Coordinate technical demonstration projects accomplished at MMR regardless of funds source.
  • Provide consulting services related to risk assessment, hydrology, chemistry, and other technical areas as required by the AFCEE/MMR Remediation Program Manager.
  • Ensure visibility in funds source and contract action for Army, Air Force, and Coast Guard funds.
  • Coordinate with legal offices at AFCEE/REO, NGB/JA, AFLSA/JACE, USEPA, etc., and provide needed legal support for the program. Work with AFLSA/JACE for issues such as the Federal Facility Agreement (as amended) and Records of Decision.

AFCEE In-House Support Contractors: Systems Engineering Technical Assistance (SETA), Booz-Allen and Hamilton (BAH); and General Systems Engineering and Integration (GSE&I), Waste Policy Institute (WPI).

  • Provide technical and senior management support as needed. Examples are: SOW and cost estimate development; review of technical approach and technical assumptions; review of technical deliverables; and field oversight.
  • Also includes providing expert scientific and technical consultants on site, on a temporary or full-time basis.
  • Includes assistance in the preparation of the MMR IRP Strategic Plan, the Comprehensive Plume Response Plan and Schedule, community involvement program/plan, and coordination with the TRET, PATs, and the SMB.
  • AFCEE/MMR IRP Office

AFCEE has established an on-site AFCEE/MMR IRP office to manage and augment existing ANGRC/CEVRO assets. The AFCEE/MMR IRP element is comprised of five (5) government personnel, augmented by AFCEE contractor personnel. The government personnel positions will be:

  • Remediation Program Manager
  • Community Involvement Manager
  • Senior Field Engineer (Construction Management)
  • Senior Science Advisor
  • Contracting Officer

The on-site AFCEE/MMR Remediation Program Manager reports to the Director of Environmental Restoration, Headquarters AFCEE (AFCEE/ER). The Remediation Program Manager serves as the Remedial Project Manager (RPM) and will have ultimate responsibility for the management and execution of the entire MMR cleanup program. Authorities of this position include:

  • Coordination with regulators, community groups, SAF/MIQ, AF/ILEVR (through AFCEE), the AEC, and the Massachusetts National Guard.
  • Provide program direction.
  • Task work assignments to on-site ANGRC and AFCEE personnel.
  • Request resources from the Headquarters AFCEE Support Team.
  • Manage the transition of ongoing MMR IRP work from ANGRC to AFCEE control and responsibility.

Air National Guard Readiness Center (ANGRC), Andrews AFB

The ANGRC at Andrews AFB will continue to administratively support the ANGRC personnel on-site at MMR as follows:

  • Manage and fund ANGRC personnel positions at MMR. Includes personnel actions (yearly appraisals, within-grade step increase, advertise and selection for vacancies, etc.).
  • Provide logistical support to, and funding in support of, ANGRC personnel at MMR. Includes computer support, supplies, equipment, etc.
  • Air National Guard Readiness Center, Otis ANGB (ANGRC/CEVRO)

The ANGRC/CEVRO IRP staff will provide support to the on-site AFCEE/MMR Remediation Program Manager, reporting administratively to the ANGRC, Andrews AFB, and operationally to the AFCEE/MMR Remediation Program Manager. The AFCEE/MMR Remediation Program Manager, as the Remedial Project Manager (RPM), has the ultimate responsibility for cleanup activities, and therefore the authority to control the direction of the work, including work assignments, schedules, deliverables, etc. Specifically:

  • The ANGRC/CEVRO Senior Environmental Engineer will continue as supervisor of the ANGRC personnel at the base. After consultation with the AFCEE/MMR Remediation Program Manager, he will complete yearly performance appraisals, approve leave, etc. He will report to the AFCEE/MMR Remediation Program Manager for direction of the work.
  • ANGRC/CEVRO personnel work assignments will be determined by the AFCEE/MMR Remediation Program Manager, in consultation with the ANGRC/CEVRO Senior Environmental Engineer.
  • ANGRC/CEVRO personnel will coordinate with ANGRC/CEV (Andrews AFB) personnel as required for routine logistical support (computers, funds, etc.).
  • Ongoing MMR IRP projects will be transitioned to the AFCEE/MMR office. The transition point will be determined jointly by the AFCEE/MMR Remediation Program Manager and the ANGRC/CEVRO Program Manager. (In a plan approved by AF/ILEVR.)

Contracting Strategy: AFCEE will examine all possible contracting procedures and will use the full spectrum of contracting vehicles available to fully implement a comprehensive plume response plan at MMR. AFCEE’s existing contracting capabilities include:

  • Two full-service nationwide remedial action (RA) contractors, Jacobs Engineering Group and OHM Remediation. These contracts have the option of firm fixed price or cost plus award fee ordering procedures.
  • AFCEE has ten large business ($50M each) and five small business ($25M each) contracts available for study-type work. These contracts use time and materials ordering procedures.
  • AFCEE will use existing contracts and HSC/PKV will use expedited contracting actions to allow earliest possible contract support. The AFCEE and HSC/PKV contracts also allow for maximum flexibility to respond to changing conditions and scope growth without impact to progress.
  • AFCEE has four Remedial Design (RD) contracts available at $25M each. These contracts can be used for remedial design as well as investigation work, provided the intent is to eventually lead to design. These contracts use firm fixed price ordering procedures.
  • AFCEE has an MMR specific remedial action with Jacobs Engineering Group with firm fixed price or cost plus award fee options.

Depending on the requirement, various contracting scenarios can be used, ranging from awarding the entire remedial action/investigation work under one delivery order (provided the investigation work is incidental) to awarding a series of delivery orders for different requirements.

Project Awards: The AFCEE/MMR Team Chief will provide a scope of work for each project as recommended by the TRET and prepare appropriate SOWs and cost estimates. HSC/PKV will then issue RFPs.

Project Execution: A Contracting Officer’s Representative (COR) at MMR has been appointed. The AFCEE/MMR Remediation Program Manager is responsible for field oversight of the work. A Title II contractor may augment the field oversight responsibilities.

Funding: Funding is provided to AFCEE directly from HQ USAF/ILEVR (AF funds) or to AFCEE directly from the Army National Guard (Army funds) or U.S. Coast Guard funds. In some cases the ARNG sends funds directly to MMR due to MIPR complications. AFCEE/MMR is responsible for tracking the status of funds in the Air Force Restoration information Management System (AFRIMS) software database (Army, Air Force and all other funds sources). AFCEE/MSR will be responsible for managing these funds and coordinating with HQ AFCEE and AFCEE/MMR personnel as required.
